Shaping Our Regional Homeless Response

Major decisions are being made right now about how our region responds to homelessness and how progress will be measured in the years ahead. This is a moment to understand what’s at stake, what’s changing, and how community voices can impact key decisions.

The Regional Policy and Oversight Committee (RPOC) is a new regional oversight body for Supportive Housing Services (SHS). Metro formed RPOC in April 2026 by consolidating multiple governing bodies.

The RPOC matters now because decisions made by this committee in the coming months will shape how our region sets priorities, funds the work, and measures our homelessness response.

HereTogether holds a voting seat on the committee and is using it to bring coalition voices into the decisions being made now.

With the RPOC structure still taking shape, this is a critical moment to impact how the system works.

Our role

HereTogether is using our seat to bring the voices of providers, partners, and people closest to the work into the decisions that will shape our region’s homelessness response.

That includes:

  • Bringing provider and partner input into policy design and governance 
  • Elevating on-the-ground experience
  • Pushing for accountability, transparency, and better outcomes

This is about more than being in the room. It’s about making sure the right voices shape what comes next.

Metro is in the process of setting the metrics that will define how our region measures the effectiveness of its homelessness response system. These decisions will shape funding, priorities, and accountability for years to come. This policy brief outlines the RPOC proposal and identifies where there is room to influence the outcome.
